Rick Hoar General Zach, if your refering to those orange things on the dock, those are lifeboats that are capable of being "dropped" off of a ship or oil platform without the benefit of lowing by cable. They are just cut loose so to speak and can drop 75 to 100 ft or so with the crew on board. They will briefly submerge and pop back to the surface.
