It appears by the setting and date that this was the day Vice Presidential candidate Richard Nixon came through Oil City on his way to Buffalo, NY.

I believe your right Ron - Friday, October 10, 1952. I'm guessing the ERIE units have just cut away from the campaingn train (having brought it in from Meadville) and that the PRR power will soon be backing onto the train and heading north towards Corry.
