Its an L&N RS3 turned into a slug. Look at the trucks, fuel tank, handrails, all screem ALCO. The question remains, though, which one?

Back in the 90s as I remember there were two of these on the Chattahoochee Ind. RR, both were painted Transkentucky Transportation and I believe one actually received CIRR paint.
